Summary0001885: Automatic tuner doesn't work on some samples
Description

Sample 15 of Starshine, when I tune it it goes from 10150 to 9897, and then if I keep on trying it then to 9933, 10005, 10059, 10032, 9915, 9969, 10023, 10059, 10032, 9915 and goes on a loop from there. Like what's going on, that doesn't seem like tuning to A=440 to me, and makes it so that I can never trust the tuner and always have to rely on perfect pitch havers.

Yes, it is a known limitation that the sample tuner doesn't always work reliably. Possible workarounds that work for some but not all samples are documted in the manual.

You could do like the sample-tuner in the soundfont-editor Polyphone and play a reference tone at 440 Hz at the same time as the sample and tune it until the oscillation stops or almost stops.
Works in 99% of the cases, works well for finetuning, although a bit unpleasant for the ears so keep the volume low.
