Summary	0001780: High byte for tempo/pattern break
Description	Row break and tempo effects could benefit from a high byte selector, maybe even in the volume column (as you'd only need 4 values to cover all possible ranges of tempo range and pattern length) Maybe "T" for tempo and "R" for row?
