Summary0000514: Option for old behavior of moving plugin slot
Description

I've seen that moving a plugin to another slot sometimes breaks the link chain. For example, moving from a plugin from slot 31 to 10 (w/o 'Move plugin chain if possible') unlinks the assigned chain (FX31 >> FX32 >> FX61) while the old behavior of 1.22 keeps chain (FX10 >> FX32 >> FX61). Neither with/out 'Move plugin chain if possible' suits what I expected, as I don't know if it's the desired behavior.

Filing for a feature request is because lots of bad things happened that day, and I was unsure if it's bug.
