This is something I have been looking into shortly, but seeing that the definition of the FXB format is even more ambigious than the FXP format didn't motivate me very much to implement preset banks yet. Maybe in one of the upcoming versions.

Would it be possible to implement solution from another host, if it is ok with the author. I know there is some open source daw/plugin host outthere that supports plugin banks.

I would also seriously like to see this feature implemented since the built-in facility for loading banks which most VSTs have is completely inaccessible to me.

Whenever i need to access non-preset banks, i load the VST in question into Chainer, a plugin by Xlutop that installs VSTs into a multichannel setup and can allow you to load user banks. It's not free, but that and many other features make this a must-have for any serious tracker. Bing it to see if you can find a download site for it, and check rapidshare if all else fails.
