Description

Control + Mouse wheel down also affects note cut, off, fade, and pc* note commands but not upwards. I guess the desired behavior is like mouse wheel up.

Steps To Reproduce

Select from single channel some notes with note off/cut commands. Use Control + mouse wheel both directions.

Both wheel up and wheel down should affect "special" notes. However, as == is the highest special note, you will not notice any change when scrolling up. I guess it might make sense to only apply Data Increment / Data Decrement to either special notes or normal notes (depending on the first cell in the selection), but never both at the same time.

As of r17059, Data Entry only affects special notes if no regular notes are marked in the current selection.
