You can put a GFF or g09 effect next to a note to achieve the same behaviour. Depending on the IT compatibility flags being enabled, you may also have to enable the "Compatible Gxx" feature in the Song Properties. |

But why MPTM is chained to IT and cant handle useful features from other formats? |

Because it is, quite literally, an IT file with some extensions. |

And why MPTM cant be a independent format? |

It could be. Eventually. If/when someone spends a considerable amount of time to implement it. |
