CResampler::InitializeTables can take half a second or more to generate tables. This is particularly bad in libopenmpt where these tables are created for every single module that is begin constructed - especially in the context of use cases like fuzzers or any database application, where potentially thousands of modules are loaded constantly. It is not acceptable that each such load operating takes half a second.
