Summary0001009: VSTi VU meter freezes in certain circumstances
Description

When a channel has a VSTi instrument in it, playback is resumed, and then resumed from means other than the Play button (playing a sample / instrument), the VU meter will freeze on its last value.

Steps To Reproduce
  1. Have a VSTi instrument.
  2. Have it play a note in any channel.
  3. Pause the playback.
  4. Go into the Samples/Instrument tab, and hit any note.
  5. Go back into the Patterns tab.
  6. The VU meter should be frozen.

This will probably require a few architectural changes for determining if a plugin note is playing on a certain channel; I also observed that a Note Cut, which kills all plugin notes at once, will not stop the VU meters if the plugin was playing notes on other channels as well.
